Why do I need an Engineering Foundation Certification for the mobile home that I am purchasing ? |
If you are applying for an FHA loan, you definetly need an engineering foundation certification for a manufactured home. It is a requirement of the FHA program. You may also need an engineering foundation certificate if you are applying for a conventional loan or a VA loan.
Your lender wants to know if the manufactured home was properly installed. Your lender wants to confirm that the foundations are not compromising the structural integrity of the manufactured home. Only a licensed engineer is qualified to certify the foundations of a manufactured or mobile home. |

Can my lender require an engineering foundation certification to refinance my mobile home? |
Yes, lenders and mortgage brokers in Florida can require engineering foundation certifications for manufactured or mobile homes.
The FHA is a division of the U.S. Department of HUD. The FHA insures mortgages of manufactured homes that are in compliance with the HUD's Permanent Foundation Guide for Manufactured Homes (PFGMH) dated September 1996 (HUD Publication 7584) The FHA program requires that a licensed structural engineer certify the manufactured home’s foundations. A licensed structural engineer can certify that the foundation of an existing manufactured home meets the FHA requirements. |

Yes. Your lender can also require that the additions and/or modifications such as the carport, the porch, cover patios and additional rooms be certified. Your lender may want to know that these additions and/or modifications are not imparing the structural integrity of the manufactured home or mobile home.

The Federal Housing Administration (FHA), a division of the U.S. Department of Housing and Urban Development (HUD) insures mortgages As a condition of providing insurance a structural engineer should sign and seal the engineering foundation certification of an existing manufactured home and a mobile home. The engineering foundation certification of manufactured homes and mobile homes states that the foundations are complying with the minimum requirements of the FHA and HUD guidelines. A licensed structural engineer is authorized to certify that the foundation meets the minimum FHA and HUD requirements The HUD Permanent Foundation Guide for Manufactured Homes and Mobile Homes is the publication number HUD-007487. |

Some private lenders offer loans for VA members. These mortgages are guaranteed by the VA. This can be very attractive for some lenders.
VA loans require structural engineering reports that certify that the foundations of the mobile home are considered permanent foundations according to the local and State regulations. The engineering foundation certification report for VA loans demonstrates that the foundations meets the minimum Standards as outlined by HUD or as stated by the State of Florida regulations. A licensed structural engineer can sign and seal the engineering foundation certification for a VA loan and certify that the foundation meets the VA requirements.
